Why does God forgive even when mankind continues to sin?

God doesn’t forgive unrepentant sinners. The notion that we can just keep on sinning and God will continue to forgive us is not found in the Bible. The punishment for each and every sin is death.

Death is the cessation of being.

Ezekiel 18:4-32; Romans 5:12; 6:23; Galatians 5:19-21; James 1:14

God puts up with the wicked for the sake of those who will repent and obey him in each generation. Romans 9:22

This situation will not continue forever. Acts 17:31

Only by believing and obeying the Gospel preached by Jesus Christ and his apostles can we be saved from death by resurrection to an inhertance in the kingdom of God when Jesus returns. 1 Corinthians 15:20-23
