Does the Bible speak of the first, second and third Heavens?
The words first heaven appear only in Revelation 21.
Revelation 21:1 Now I saw a new heaven and a new earth, for the first heaven and the first earth had passed away…
The words third heaven appear only in Paul’s second letter to Corinth.
2 Corinthians 12:2 I know a man in Christ who fourteen years ago — whether in the body I do not know, or whether out of the body I do not know, God knows — such a one was caught up to the third heaven.
The words second heaven do not appear in scripture.
The heaven and the earth are used frequently in scripture to represent those who govern and those who are governed, respectively.
First used in this way in Deuteronomy 32, representing the leaders and the people of Israel (clearly the literal heavens and earth cannot hear).
Deuteronomy 32:1 Give ear, O ye heavens, and I will speak; and hear, O earth, the words of my mouth.
Peter uses the same symbology:
2 Peter 3:5-13 For this they willfully forget: that by the word of God the heavens were of old, and the earth standing out of water and in the water, 6 by which the world that then existed perished, being flooded with water. 7 But the heavens and the earth which are now preserved by the same word, are reserved for fire until the day of judgment and perdition of ungodly men…10 But the day of the Lord will come as a thief in the night, in which the heavens will pass away with a great noise, and the elements will melt with fervent heat; both the earth and the works that are in it will be burned up. 11 Therefore, since all these things will be dissolved, what manner of persons ought you to be in holy conduct and godliness, 12 looking for and hastening the coming of the day of God, because of which the heavens will be dissolved, being on fire, and the elements will melt with fervent heat? 13 Nevertheless we, according to His promise, look for new heavens and a new earth in which righteousness dwells.
Here we have represented 3 heavens and 3 earths, to be understood as follows:
The current heavens and earth which are to be destroyed by fire refers to the rulers and peoples who will be subjected to ‘fiery judgments’ when Christ returns to judge this world in righteousness and to establish the kingdom of God.
Psalm 2 describes the third heaven – i.e. the rule of Jesus Christ:
Psalms 2:1-12 Why do the nations rage, And the people plot a vain thing? 2 The kings of the earth set themselves, And the rulers take counsel together, Against the LORD and against His Anointed, saying, 3 "Let us break Their bonds in pieces And cast away Their cords from us." 4 He who sits in the heavens shall laugh; The Lord shall hold them in derision. 5 Then He shall speak to them in His wrath, And distress them in His deep displeasure: 6 Yet I have set My King On My holy hill of Zion. 7 I will declare the decree: The LORD has said to Me, ‘You are My Son, Today I have begotten You. 8 Ask of Me, and I will give You The nations for Your inheritance, And the ends of the earth for Your possession. 9 You shall break them with a rod of iron; You shall dash them to pieces like a potter’s vessel. 10 Now therefore, be wise, O kings; Be instructed, you judges of the earth. 11 Serve the LORD with fear, And rejoice with trembling. 12 Kiss the Son, lest He be angry, And you perish in the way, When His wrath is kindled but a little. Blessed are all those who put their trust in Him..
The kingdom of God is represented as new heavens and a new earth in Isaiah:
Isaiah 65:17-25 For behold, I create new heavens and a new earth; And the former shall not be remembered or come to mind. 18 But be glad and rejoice forever in what I create; For behold, I create Jerusalem as a rejoicing, And her people a joy. 19 I will rejoice in Jerusalem, And joy in My people; The voice of weeping shall no longer be heard in her, Nor the voice of crying. 20 "No more shall an infant from there live but a few days, Nor an old man who has not fulfilled his days; For the child shall die one hundred years old, But the sinner being one hundred years old shall be accursed. 21 They shall build houses and inhabit them; They shall plant vineyards and eat their fruit. 22 They shall not build and another inhabit; They shall not plant and another eat; For as the days of a tree, so shall be the days of My people, And My elect shall long enjoy the work of their hands. 23 They shall not labor in vain, Nor bring forth children for trouble; For they shall be the descendants of the blessed of the LORD, And their offspring with them. 24 "It shall come to pass That before they call, I will answer; And while they are still speaking, I will hear. 25 The wolf and the lamb shall feed together, The lion shall eat straw like the ox, And dust shall be the serpent’s food. They shall not hurt nor destroy in all My holy mountain," Says the LORD.
Far from being literally destroyed by fire, the mortal descendants of Israel will live through into this time.
Isaiah 66:22 For as the new heavens and the new earth Which I will make shall remain before Me," says the LORD, "So shall your descendants and your name remain.
God made a covenant with Abraham to give him and his descendants an eternal inheritance in the land of Canaan.
Genesis 13:14-17 And the LORD said to Abram, after Lot had separated from him: "Lift your eyes now and look from the place where you are — northward, southward, eastward, and westward; 15 "for all the land which you see I give to you and your descendants forever. 16 "And I will make your descendants as the dust of the earth; so that if a man could number the dust of the earth, then your descendants also could be numbered. 17 "Arise, walk in the land through its length and its width, for I give it to you.
When Christ returns, the topography of the land will be changed by an earthquake and Israel will live in the land. This would not be possible were the earth to be destroyed by fire.
Zechariah 14:4-11 And in that day His (Christ’s) feet will stand on the Mount of Olives, Which faces Jerusalem on the east. And the Mount of Olives shall be split in two, From east to west, Making a very large valley; Half of the mountain shall move toward the north And half of it toward the south… 8 And in that day it shall be That living waters shall flow from Jerusalem, Half of them toward the eastern sea And half of them toward the western sea; In both summer and winter it shall occur. 9 And the LORD shall be King over all the earth. In that day it shall be—"The LORD is one," And His name one. 10 All the land shall be turned into a plain from Geba to Rimmon south of Jerusalem. Jerusalem shall be raised up and inhabited in her place from Benjamin’s Gate to the place of the First Gate and the Corner Gate, and from the Tower of Hananeel to the king’s winepresses. 11 The people shall dwell in it; And no longer shall there be utter destruction, But Jerusalem shall be safely inhabited.
The third heaven is to be understood as the time when the world will be ruled by Jesus and the resurrected saints of all ages. At this time the third earth i.e. the people will be 'new' in that they will all know the truth and their old beliefs and customs will be forgotten.
Daniel 2 will be fulfilled:
Daniel 2:44 And in the days of these kings the God of heaven will set up a kingdom which shall never be destroyed; and the kingdom shall not be left to other people; it shall break in pieces and consume all these kingdoms, and it shall stand forever.
Isaiah 2 will be fulfilled:
Isaiah 2:1-4 The word that Isaiah the son of Amoz saw concerning Judah and Jerusalem. 2 Now it shall come to pass in the latter days That the mountain of the LORD’S house Shall be established on the top of the mountains, And shall be exalted above the hills; And all nations shall flow to it. 3 Many people shall come and say, "Come, and let us go up to the mountain of the LORD, To the house of the God of Jacob; He will teach us His ways, And we shall walk in His paths." For out of Zion shall go forth the law, And the word of the LORD from Jerusalem. 4 He shall judge between the nations, And rebuke many people; They shall beat their swords into plowshares, And their spears into pruning hooks; Nation shall not lift up sword against nation, Neither shall they learn war anymore.
This time is also spoken of in Revelation 11.
Revelation 11:15 Then the seventh angel sounded: And there were loud voices in heaven, saying, "The kingdoms of this world have become the kingdoms of our Lord and of His Christ, and He shall reign forever and ever!
Ezekiel 48 describes how the 12 tribes of Israel will be resettled in the land.
The purpose of God is not to destroy the earth by fire, but to fill it with his glory.
Numbers 14:21 but truly, as I live, all the earth shall be filled with the glory of the LORD
With this understanding we see that Paul, caught away to the third heaven, was transported in a vision in time, not in space. He experienced the time when Jesus Christ will rule this world in righteousness, when he and the faithful of all ages will be raised to the divine nature and made equal to the angels – when God will live in and with his people.
2 Peter 1:4 by which have been given to us exceedingly great and precious promises, that through these you may be partakers of the divine nature, having escaped the corruption that is in the world through lust.
Luke 20:35,36 But those who are counted worthy to attain that age, and the resurrection from the dead, neither marry nor are given in marriage; 36 nor can they die anymore, for they are equal to the angels and are sons of God, being sons of the resurrection.
The order of events is given by Paul:
1 Corinthians 15:20 But now Christ is risen from the dead, and has become the firstfruits of those who have fallen asleep. 21 For since by man came death, by Man also came the resurrection of the dead. 22 For as in Adam all die, even so in Christ all shall be made alive. 23 But each one in his own order: Christ the firstfruits, afterward those who are Christ’s at His coming. 24 Then comes the end, when He delivers the kingdom to God the Father, when He puts an end to all rule and all authority and power. 25 For He must reign till He has put all enemies under His feet. 26 The last enemy that will be destroyed is death. 27 For "He has put all things under His feet." But when He says "all things are put under Him," it is evident that He who put all things under Him is excepted. 28 Now when all things are made subject to Him, then the Son Himself will also be subject to Him who put all things under Him, that God may be all in all.
