The quotation is from 2 Chronicles 7:14 If my people, which are called by my name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways; then will I hear from heaven, and will forgive their sin, and will heal their land.

This refers primarily to the people of Israel, who’s humbling and restoration are in the future. When Jesus Christ returns, they will finally recognise him as their Messiah and humble themselves before God. Jesus will restore the kingdom of Israel as the kingdom of God and the land will be restored to its former fertility in the days when it truly was a land flowing with milk and honey.

Zechariah 12:10  And I will pour upon the house of David, and upon the inhabitants of Jerusalem, the spirit of grace and of supplications: and they shall look upon me whom they have pierced, and they shall mourn for him, as one mourneth for his only son, and shall be in bitterness for him, as one that is in bitterness for his firstborn.

Psalms 72:16 There shall be an handful of corn in the earth upon the top of the mountains; the fruit thereof shall shake like Lebanon: and they of the city shall flourish like grass of the earth.
