It depends on what you mean by "evil". If you are talking about sin, then evil is man's creation.  See Jeremiah 17:9; Mark 7:2; James 1:13-15; 1 John 2:15-17.

If you mean evil in the sense of "bad stuff" then evil can be the consequence of bad human decisions or natural catastrophes which are going to happen whatever we decide to do. Some God uses for His own purposes but I think many are left to the play of natural forces.  Is He responsible because He could intervene if He wanted to? That is a question which, in the end, is too deep for me to go into! See:

Amos 3:6 If a trumpet is blown in a city, will not the people be afraid? If there is calamity in a city, will not the LORD have done it?

Isaiah 45:7 I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things. This verse is from the King James Version. Other versions translate "evil" as "calamity" or "disaster."
