I know that murder is a sin; But is it still a sin if the police or army kills in the line of duty?

Is killing ever not murder?

Is justifiable homicide recognised in the Law of Moses? The answer is yes – but it cannot be applied to the situation in the question.
 
To come under the Law given through Moses (the 10 Commandments) one must be a Jew or become a Jewish proselyte. The Law was given to the Jews as a National Law.
 
Romans 3:19 Now we know that what things soever the law saith, it saith to them who are under the law... [the core of which is the 10 commandments]
 
Gentiles (non-Jews) do not come under the Law of Moses.
 
Jesus Christ fulfilled the Law of Moses (the Old Covenant) and by his sacrifice and resurrection established a New Covenant.
 
Hebrews 12:24 And to Jesus the mediator of the new covenant, and to the blood of sprinkling, that speaketh better things than that of Abel.
 
All who do not recognise Jesus Christ as the Messiah provided by God to save both Jew and gentile from their sins will die in their sins.
 
John 8:24 I said therefore unto you, that ye shall die in your sins: for if ye believe not that I am he, ye shall die in your sins.
 
Acts 4:12 Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved.
 
It makes no difference what the sin is. We do not have to kill someone in order to sin.
 
The sentence for each and every sin is death.
 
Ezekiel 18:4 Behold, all souls are mine; as the soul of the father, so also the soul of the son is mine: the soul that sinneth, it shall die.
 
Romans 6:23 For the wages of sin is death...
 
Both Jews and gentiles die in their sins whether they kill someone or not.
 
For this reason the gospel is preached.
 
Mark 16:15 And he said unto them, Go ye into all the world, and preach the gospel to every creature. 16 He that believeth and is baptized shall be saved; but he that believeth not shall be damned (condemned).
 
Those who believe the gospel, repent of their old way of life and are baptised for the forgiveness of their sins are required to live a new life by the commandments of Christ.
 
Romans 6:4 Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life.
 
The Law of Christ is made for observance by individuals of any nationality and cannot be used as a National Law.
 
The commandments of Christ are:
 
Matthew 22:37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind. 38 This is the first and great commandment. 39 And the second is like unto it, Thou shalt love thy neighbour as thyself. 40 On these two commandments hang all the law and the prophets.
 
Our neighbour includes our enemies.
 
Matthew 5:44 But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you;
 
On the basis of this, one who endeavours to live by the commandments of Christ cannot become a Law-Enforcement officer. The laws enforced are those of the State, not of Christ. For the same reason we cannot serve in the Judiciary or the armed forces or become politicians.
 
In Christ we look for a future kingdom; to be established when he returns.
 
John 18:36 Jesus answered, My kingdom is not of this world: if my kingdom were of this world, then would my servants fight, that I should not be delivered to the Jews: but now is my kingdom not from hence.
 
Hebrews 13:14 For here have we no continuing city, but we seek one to come.
 
We are called upon to be in this world but not of it.
 
John 17:16 They are not of the world, even as I am not of the world.
 
Romans 12:2 And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God.
 
A life in Christ is able to save us from eternal death.
 
1 Corinthians 15:22 For as in Adam all die, even so in Christ shall all be made alive.
 
An attempt to live by an application of some or all of the Ten Commandments cannot save us.
 
Galatians 2:16 Knowing that a man is not justified by the works of the law, but by the faith of Jesus Christ, even we have believed in Jesus Christ, that we might be justified by the faith of Christ, and not by the works of the law: for by the works of the law shall no flesh be justified.
 
Galatians 3:10 For as many as are of the works of the law are under the curse: for it is written, Cursed is every one that continueth not in all things which are written in the book of the law to do them.
 
All sins can be forgiven under the New Covenant in Christ, which could not be forgiven under the Law of Moses.
 
Acts 13:39 And by him all that believe are justified from all things, from which ye could not be justified by the law of Moses.
 
All who are not under the New Covenant in Christ die in their sins, whether they kill someone or not.
